Your first example wouldn't be considered harassment, players are free to play how they want- so say the devs anyhow. Vote kick abuse is punishable, however.

Wait, you wouldn't consider it harassment if someone repeatedly dragged Vassagos onto another group, wiping them, and preventing you from completing CT on purpose?

Edit: My argument is, that just because a feature exists and can be used in a certain way legitimately (ie: not an exploit like item duping or locking Twintania/Titan) does not mean that using in that way is intended or acceptable. It can still be harassment.
