    Because they'd rather give it to you now, and fix it so that you can have more people, rather than tell you to wait another 6 months for it to come out in the next patch. yay!

    Except they knew they were making this 24 man content over 2 years ago. One would expect party creation systems to be working properly over that amount of time in development. Not to mention this patch has already been delayed by 30% of a patch 2.5-3 month cycle.
