Lustrate is good because it's instant cast. Less about how much it heals.
Also it appears that it generates a set amount of aggro rather than based off the amount healed.

That mathematically works still in favor of Paladins. =P Stone Skin takes damage after the 20% Shield Oath reduction, so it's a wash pretty much, otherwise 2-4 points of damage in favor of Paladins.
UNLESS timed to be cast with Thrill of Battle up, in which case, Warrior gets a Super powered Stone Skin. 25% Hp + 20% more HP to work with, but again, thats a coordinated buff with a Buff scenario, and only useful for 3 casts per 2 minutes.
