Doesn't skill speed have little to no effect currently?

You can cut about 6% off your GCD if you stack it on every piece you have.

Everything I've seen is 10 skill speed to .01 reduction. I can't say definitively, but based on HiirNoivr's earlier posts and how it looks like the mechanics work, the 30% will apply to the base value (2.5). This will put you at 1.75 GCD. Start stacking skill speed and you're going to likely end up with permanent (or close enough) damage reduction with Storm's Path and IB. You need two scholars I believe.

It's why this change is so huge. If you are going to max min, this change to Warriors has a significant impact to class composition of a raid.

No, you need a lot less. Storm's Path is going to last probably somewhere around 10 seconds. It'll be at least a 5% buff which puts the Warrior ahead of a Paladin for that duration. There's no reason to think that it would be multiplicative but regardless, you'd need 100-200 Skill Speed. Vmage is saying (I think) it's not a haste buff but a stat buff. I wouldn't be surprised if he's right, and that I should not have trusted Hiir's numbers. I asked Hiir Noivr how he got his GCD (~1.5) on his blog.

Storm's Path has nothing to do with this. It's an enemy damage debuff to compare to PLD's Rage of Halone debuff. If you want to compare total mitigation, then I'm going to have to start with that ~12% base advantage that PLD has without any abilities at all, just from blocking and Shield Oath over Defiance (post-buff).

From Doctor Mog's sheet in p3, skill speed reductions with Greased Lighting are multiplicative with skill speed bonuses. It is unlikely that Fey Light behaves differently. You get 0.01 GCD reduction per 10.5 points on average (10/11 alternating) starting with -0.01 at 342. Getting 1.5s GCD with WAR is totally impossible; you would need 712 skill speed. MNK stack 491 just to get to 2.00 at 3 GL stacks.

Blocking is an probability mechanic. You only bother with it for looking at long term efficiency or at high rates for burst damage probability.

He made the same careless error I made (or at least would be amazed to find out I hadn't) in prior post so I don't think he tested but rather assumed. He's multiplying by .85 for Greased Lightning where he should divide by 1.15. Listening to his video, it didn't sound like he tested this. I suppose it's correct, but that would be a huge anomaly for an MMO.

Yea, it should be easy to test. I don't have a character who can test it though. A naked monk with 2.5 spd GCD should go to 2.13 or 2.12 at 3 Greased Lightning if it it's a straight reduction. It'd be 2.17 or 2.18 if it works the standard way. I'd be surprised if it didn't work the standard haste way, but there's a lot of weird mechanisms in this game.

i have no idea what number it could possibly be multiplying by 30% to make that happen... what seems to be going on is that it's tripling your current gcd reduction from gear (best guess)

greased lightning actually does what it says it does, reduces your global by 5% per stack (although it uses your global after gear is taken into account.. meaning it scales inversely with skillspeed)

tldr - fairy buff is way way way worse than advertised. (in my case .11/2.44 is like 4.5%)

Oh my, that's... pretty broken, haha. I can't imagine they would want it based on bonus only, but you are right that the numbers do suggest that it's tripling an existing bonus. I can fiddle with the magic version and see.

War HP is already so high that it is hard to justify putting points into Vit. With these changes that just enforces it more.
