    Someone mentioned parses. Anyway, nothing really new to see here, just the same tiny group of people ruffling feathers by denying facts.

    Thread has been hijacked, so let's get back on topic. There are seven areas, and two have been directly stated or heavily implied: Brutal Swing will be changed to GCD and the healing bonus on Wrath will be moved (at least in part) off of Wrath. Of the other five, two will probably be Unchained and Steel Cyclone being underpowered -- feedback on those has been negative since beta. After that, I'd expect some scaling buffs: probably a buff to the healing bonus (15%-25%), then improvement to Foresight. The last will likely be some improvement to Thrill of Battle or Holmgang to improve utility. As much as I will argue for a buff to max HP, something about Yoshi-P's choice of words leads me to believe that it will not be touched in 2.1.

Really all Thrill of Battle needs to come close to Rampart is a better cooldown time (90s), a bigger HP buff (25~33% depending on whether Rampart stacks multiplied to Shield Oath or additive respectively) and a matching heal boost for the duration. Problem I see with focusing more on healing boosts for WAR is that healers will generate more enmity than while healing a PLD. WAR already edges out a little bit against PLD but I'm not sure how well that will hold up if they are consistently receiving heals for 3k+

    I disagree for several reasons. First, WAR eHP is lower than PLD for burst situations, so WAR is just plain easier to kill. PLD + Rampart is more eHP than WAR+ToB, and ToB is on a longer CD. Second, because Inner Beast is reactive, you can't get any benefit until HP has dropped, so you can never precast. This means that even when WAR's eHP pool is equal, the nominal HP for most situations is actually lower. In practice, this is manifested as WAR leaving a gap between current and max HP. Anyway, I've made those points in my balance thread before. I'll get back into more detail on ToB later -- it's a tough one due to the way it heals HP, which means it has some annoying scaling problems.
