I would swear up and down that I've interrupted casts with it. I do know that, because of latency, sometimes interrupts go off while the cast bar is still ticking up and it gives the appearance that you should have gotten the interrupt successfully but didn't. That's especially tricky if you're trying to squeak in the shield swipe after having just used another ability when the mob started casting.
True however the pacify will nullify the weapon skill that is being cast. For example: Mob starts to cast X skill, apply pacify, X skill will do nothing when it goes off.
Assuming there aren't mobs immune to this somewhere out there. To my knowledge, limited as it may be, this works one everything I've encountered.
It is, but is almost always the first thing to go if I need a special macro for a boss or instance. Otherwise I only ever use it far into the battle when there's no way I could lose the bosses aggro.
Basically imagine if Silence had the stupid requirement of being active at the end of a cast and that's pretty much how pacification works. The debuff ticks has to mesh with the cast or ability resolving for it to cockblock any incoming attacks.

That explains why I never noticed it, I'm never in the red at the end of the cast so I always just assumed it went off. Seems kinda dumb that it doesn't just act like a silence though. Thanks for the clarification/confirmation.

Because SE is lazy? Titan HM has 2 Tank slots for DF as well...and this fight clearly NEVER requires a 2nd Tank for anything whatsoever. DF forcing people to take 2 tank classes actually gimps the whole group and makes it harder for them to kill Titan.
But yeah I understand your PoV. I personally just don't consider "doing nothing" to be able to Stun as any sort of skill xD Ifrit is ridiculously easy to MT and Stun by yourself.
Not on my bar I cant afford the 2.5 seconds.
I use it for trash and for Ifrit HM to stop plumes. Not really worth it on most bosses due to immunities.

Calculations available at link.
Given a potency reduction of 20%, shield oath modifier of x1.5, and the following threat mods:
FB = x1
SB = x2
RoH = x5
SS = x1
2 Combo + 1 SS (0 TP gain/loss)
TPS = 670.3
PPS = 163.4
6 Combo + 1 wait (0 TP gain/loss)
TPS = 701.1
PPS = 154.1
1 Combo (10 TP loss)
TPS = 740
PPS = 162.7
So anyway, throwing in SS is definitely a DPS increase, albeit small (3-4%) however simply waiting for a single TP tic every six combos is actually a threat gain over weaving in Shield Swipe to counter TP gain. The small gain to dps isn't worth even the effort of putting it in the rotation for me at the moment, especially when not using it actually results in more threat.
So really that just leaves it's use for utility, which I'd be interested in seeing a list of bosses/effects that CAN be stopped with pacify.
I have it on my bar but it's all the way ---------> over there next to my rez and buffs.
Note: Quick calculations, I didn't actually divide the TPS/PPS by the 2.5s it takes per GCD, so that's actually a misnomer and should really be Threat per Action. Skill speed could have an effect on this, however I don't see a PLD stacking enough skill speed that would cause any major adjustments.
