I've never seen it cancel an ability or spell that was already being cast. I only really paid attention to it when soloing stuff, but the cast bars always complete if I pacify during the cast.
I would swear up and down that I've interrupted casts with it. I do know that, because of latency, sometimes interrupts go off while the cast bar is still ticking up and it gives the appearance that you should have gotten the interrupt successfully but didn't. That's especially tricky if you're trying to squeak in the shield swipe after having just used another ability when the mob started casting.
Basically imagine if Silence had the stupid requirement of being active at the end of a cast and that's pretty much how pacification works. The debuff ticks has to mesh with the cast or ability resolving for it to cockblock any incoming attacks.
