Never make this assumption. It might be safer to assume the people who are pulling are being reckless and stupid, because the first thing WoW will teach you is to efficiently label kill targets and follow kill order to actually make it through pulls. Most of the fast gameplay tanking I've learned was while playing WoW (before it was Aggression-spam and pseudo DPS in Lineage II as a Shillien Knight and FFXI's version of PLD which played slow as molasses). What you are suffering from is a case of bad players. We all get them, some more often than others. Hell, I still remember that Titan run where the heals and DPS couldn't figure out to move out of his frontal line attack that pushes you off the platform.
You have to open with Flash, and better if you run ahead to get some aggro during the pull (it's a shame we don't have an ability like Charge that let's us rush to the enemy; then your opener would be Charge => Flash to start things off). Assuming you labeled your targets, focus on 1 but tab and finish combos on secondary and tertiary targets as needed. Usually alternating Flash in between steps of the Fast => Savage Blade combos helps a lot. Combo'd Rage of Halone pretty much becomes your tool to solidify aggro and (most importantly) recover it if someone is stupid and attacks a mob they're not supposed to.DPS classes I play with automatically start going buckwild on mobs I just pulled (Namely Bards and BLM) before I can even get a Savage Blade or Flash on them.
