The way stats work in this game, your stat gets compared to the "norm" for your level (most are 355~ at 50, I believe) and you get your bonus from there. So 10% with a 424 crit rating makes sense.

Also, I'm fairly sure that the accuracy stat is meaningless in endgame. I've never seen anything less than 100% accuracy on parsers.
