For the OP, the SMN weapon is found in the sylphlands.

However, I've come across a problem. In the quest text Gerolt says I need to meld 2 savage III materia to a picatrix of healing, then when I talk to him again he says 2 quicktongue III now.

I'm afraid to continue because it should be a picatrix of casting I think.

Edit: I took a gamble and went ahead with the step, here is the step that works:

Summoner: Erudite's Picatrix Of Casting + 2 Savage Might III worked for me. I was able to complete the quest and move onto the next step.
