You do realize that it says you cannot monetize through youtube or other sites that have certain programs but it doesn't say you can't monetize in other ways right? All this says is you cannot charge for views in any way, shape or form. What you still can do is ask for donations. You can still "make money" off of videos. Just not directly. Honestly, the rule about not adding third party music to videos is far worse and harsher than not allowing certain forms of monetization.
