Question. What makes Summoner not a forbidden, or an "Enemy job"?

Pretty sure you missed this part of your own quote:

It's not the primals that are evil, it's what they are used for.

I'm pretty sure the beast tribes is considered our enemy, and I'm also pretty sure they can summon primals, but wait there is more because I'm also sure that the primals are considered evil to the people of Eorzea.

So, why no to Necromancer? The lore is there. Its in the THM storyline.

Historically, it hasn't been a playable job. Enemies have had this job. That is a statement of fact, not opinion. Also the entire game has been rewritten so who's to say what the THM story line looks like now?
