One could argue that you could find an "unexpected hero" in generally what would be considered evil. Take Everquest 2 for example. It has factions for both good and evil and only evil characters may play Necromancers. Since we're in a game that's about good vs evil (for the most part) I don't think Necromancer has a place in X|V.
    Your opinion is flawed.

Question. What makes Summoner not a forbidden, or an "Enemy job"?

I'm pretty sure the beast tribes is considered our enemy, and I'm also pretty sure they can summon primals, but wait there is more because I'm also sure that the primals are considered evil to the people of Eorzea.

Consider the following. Here is the job description for Summoner from the Final Fantasy X|V official website.

    Summoner
The beast tribes of Eorzea worship and summon forth beings known as primals, among which are Ifrit, Garuda, and Titan. Yet what is a god to one man is a demon to another, for the city-states of Eorzea see these beings as a grave threat to their collective survival.

In times immemorial, there lived mages who had not only the power to summon the primals, but also the means to transmute the primals' essences, thus binding them to their will. Known simply as summoners, the existence of these men and women and their arcane art have been all but lost to the ages.

So, why no to Necromancer? The lore is there. Its in the THM storyline.
