The Twelve ARE primals.
There's a big opportunity to introduce the 12 (well, 13 technically) 'Zodiac Espers' as fallen counterparts to the Twelve Gods of Eorzea.
Back when 1.0 started, I wondered if they would eventually go down that route - it would fit quite well in this game.
Hmm, this is an interesting thought...
Belias (Gigas) > Byregot, the Builder
Chaos (Wheel Walker) > Nymeia, the Spinner
Zalera (Death) > Rhalgr, the Destroyer
Zeromus (Condemner) > Oschon, the Wanderer
Hashmal (Order) > Llymlaen, the Navigator
Ultima (High Seraph) > Althyk, the Keeper
Exodus (Judge) > Azeyma, the Warden
Cuchulainn (Impure) > Thaliak, the Scholar
Shemhazai (Whisperer) > Menphina, the Lover
Adrammelch (Wrath) > Halone, the Fury
Famfrit (Darkening Cloud) > Nophica, the Matron
Mateus (Corrupt) > Nald'thal, the Traders
Zodiark (Keeper of Precepts)
Probably means nothing at all, it's just nice to think about =)
Edit:
I know some don't really fit (i.e., Scholar and Matron), but I just kinda threw it together. Someone can fiddle =b

I was going to say louisoix could come back as the 13th sword of the knights of the round =P
Edit: You know how there are 12 swords in that sealing spell and they are in a circle... what i am saying is that the twelve could be the knights of the round just needing one more. The knights of the round in ff7 were the only summon more powerful than the strongest bahamut too.

Interesting theory, but how would this explain Bahamut? Would he be Rhalgr the Destroyer, somehow went rogue then got sealed up? Rhalgr is one of The Twelve..why would we pray to them to save the world, when one of them is bent on destroying it? This doesn't hold a lot of water with me. :x

It's probably also worth mentioning that these Espers were actually first present in the Tactics game, where Yoshi is getting -some- inspiration from. They were used in XII keeping the same names and appearance (which was pretty cool)
I don't think they meant that the Twelve are the Primals that we see the beastmen using, but that they're different Primals altogether (Similar to what Anonymoose, Zantetsuken, and I are trying to illustrate, with them being "Espers" from previous games which also followed the Zodiac relationships)Interesting theory, but how would this explain Bahamut?
