It was ok for now with the devs having to be really focused on ARR but after launch I hope they make getting weapons a little more epic. But these are legendary weapons are they not? Where is the story? A legendary weapon should be just that, not something crafted and upgraded by drops obtained from content like Hamlet. Same thing in xi tho so little chance of grand quest lines im sure. I'm not saying something that can be spammed by the most hardcore of hardcore for quick mega weapons.

The materia system should be left to upgrade normal gear. The legendary/mythic/relic gear in the game should still be dependant on questing, time, story and challange. Thats just my opinion. Be lucky Im not a dev, no one would have them yet haha
Hamlet isn't a part of the relic quest. It is just a pre req to get to the relic quest. The quest itself uses every type of content available in the game and adds a new challenge to it other than moogle. Each relic does have a story but you have to read alot of the text that geralt gives you to know whats going on, but I am pretty sure most people just skip it. It doesnt help that half the story itself is in a leve either, and no on reads the descriptions for those things.

The relic weapons are a pretty epic accomplishment for the first one that alot of normal players wouldnt be able to do. The biggest issue is the fact that once you do one relic all of the other ones are much easier to do and its also alot easier to carry your friends through it because it is more skill based than an actual time sink like the relics in xi were.
