No, that part was added just recently. You would be right if that wasn't just added a few weeks ago.I thought SE was pretty damn clear about who would qualify. All of the info is available right here, including when billing would stop if you follow the link at the top of the page:

I'm fairly certain the older post had a cutoff date as well. Either way, legacy status is a way to reward those of us who stuck with the game through it's rough times and gave SE the monetary support they needed to continue development on ARR. If you wanted it that badly the info about how to qualify was up long before the cutoff date.

And the cutoff day submitted earlier was guidelines only - but these guidelines are not posted on the main page. So either way, the info wasnt readily available.
Indeed waiting perhaps wasnt the best idea - but some people only found out about it recently and then said "hey I want to do that" and joined just because of legacy. I know thats why a lot people continued to pay at least.
