I think if person A is getting 5 rolls on an item while person B is getting 1 roll on that same item, person a is at a significant advantage.

But one person isn't getting 5 rolls, they are each getting one roll and doing what they wish with the seal. Yes, one person has better chances than you, I'm not disagreeing there. His chances increase, while your chances stay the same. Which is why I pointed out your jealousy.

if 8 people are in a party, each of them getting 1 roll, but one guy decides he's going to throw all his seals on the ground, what are your chances of getting a seal when one drops?
