The population will define them.They can't call the servers region locked because they are not region locked, they're just letting people know where the servers are located. It's like them typing JP next to all the servers right now.
Naming server Global will not change the fact that it is still located in Japan or wherever it is. Sure, they can name them Global, International or whatever you want for people to think "oh here everyone plays together, I'm gonna play here" and fine, no problem there but all the others servers are not any less global than these "Global" servers just because they're saying where the server is located.
And the mass majority of people won't go on anything outside of their region. So yeah, it's not region locked, but I guarantee it will be segregated.
