Bad idea. Maat is training adventurers over in vana'diel and is too busy to do it here.
Having a road block / skill test before reaching cap would be a big plus that would add a sense of achievement that isn't existing thanks to the fast/power/easy leveling.
They should find something else than Maat, it can be original.
and OP: What the hell business is it of yours if casuals reach a certain level or not? WTF is with the hate? It's not like you have to play with them.
How about each class has to run through a solo mini-dungeon? An obstacle course, if you will, tailored especially to the abilities of that class.
And I totally agree with Al. I like the idea, but I do not like the OP's reasoning for wanting to implement it. It should be there because it would be fun, not because "casuals suk lol"

An NPC involved in breaking level caps by giving you a fetch quest (50), fetch quest with NM fights (55), forcing lazy people to explore dangerous locations to show them what a real adventure is (60), to show people that adventuring (playing MMORPGs) isn't purely about battles and loot and forced you to seek out certain NPCs (65), then someone who mastered all jobs but Aht Urhgan and Wing of the Goddess jobs and you had to fight him one on on as your job and beat him before he mauls you...basically a test of skill as your class with support abilities locked off and only medicines and a prayer to support you.
