[dev1381] Sanctions disappearing upon death

There has been a bit of progress on the aforementioned sanction adjustments that I would like to update you all on.

Currently it is only possible to receive sanction from the Grand Company counter you are a part of, but in patch 1.22b we will be making it possible to receive the effects of sanction from the other Grand Company counters that you do not belong to after completing a special quest.

We are still continuing to look into items that will imbue you with the effects of sanction and will be sure to let you know of any updates on that front as well.

I think we were trying to get away from DEATH=TOWN for sanction though.

You people complaining about Sanction after dying need to just get over it. Don't die, keep your sanction. You think it's crap? Don't get Sanction. The devs have much more important things to worry about than people who don't want to put in the work to do well.

You can still whoop on Ifrit, Garuda, whatever with some heavily melded weapons, or even without! Just relax.
