Because the In Need system is extremely jank with a lot of weird quirks to it, the primary of which is that it doesn't show what role is lacking in a clear manner, it cycles through roles in order of Tank>Healer>DPS, any time that DF is at an equilibrium it will default to show Tank because it is the ID 1 in the list, and it takes a few minutes to refresh once it is set to something, this leads to Tank being disproportionately shown as being "In Need" even though it probably isn't, and it is actually the primary reason it shows up as In Need so much.
It creates an ebb and flow of: Tank is "In Need">Tanks que for it a lot>it causes a deficit of Healers>every Healer who ques gets an instapop>deficit is fixed by the time In Need would refresh again and things are at an equilibrium or close>DF defaults to Tank again(DPS rarely factor into this), this even influences multi-role players such as myself, if you can que as Tank or Healer and don't mind playing either, and you see Tank as being In Need, you are more likely to que as Tank.
