The fact is that there is an, and this is very important, entirely player-defined meta around commendations, <--cut-->
You're starting to become hyperbolic, stretching arguments into absurdity for effect but that's a fallacy and sort of diminishes your arguments further. Regardless, I'll repeat (quote in-fact), I already offered what I felt were a few reasonable solutions, one of them becoming more and more of an ideal approach in my opinion (bolded below)

    - Probably other solutions I haven't thought of
I find myself wondering more and more why we're limited to one Comm at all, tons and tons of other games let people Comm everyone for this exact reason, it negates the issue of one player type or archetype becoming the meta while the rest suffer. I can play dungeons perfectly well, have nice pretty glams set up and all that mess, doesn't count for anything. I'm sorry people but anyone saying "go in there and be someone others like to be around" ... yea that's all fine and good if you're actually talking to people, interacting, but more often than ever dungeon runs are silent, just a get-in >> kill stuff >> get out. This is especially true of the roulettes, maybe it's because some of y'all are more used to the heavier content, savages, party-finder stuff. I'm here to say that's just not how it is doing standard duties, the most you'll ever see is a macro'd up "Hi" at the start and "GGTY" at the end, big deal that's not interaction that's just habit.

Anyway it's fine, that's the meta as you call it, it's wrong, it's broken, it's not how things should be but hey, players decided it would be that way and so players have to live with their poor choices now. It doesn't mean SE can't do anything to fix it and no I'm not suggesting the big guy go and beg people to stop Comm'ing the healers, please let's keep things rational at least

Skill issue. I got like 2-3 comms on the regular while farming leveling roulette for the relic as a support. Also, healer requires one more braincell than tanks in dungeons, and another three more braincells in trials/NR. Yes, healing generates the most comms if you're good at it— with good meaning contributing a lot to the damage— but having a personality that isn't godawful helps. Being this puritanical about outfits is certainly not helping the personality part, either, lol. My main is always pretty clothed on supports, and guess what? It's your personality and skill that counts.

e/: DPS comms are fairly easy too, especially in expert roulette. Normal content is braindead so what stands out is your personality and your DMG output.

Midcore is when you take a look at an Ultimate, nod along sagely to a guide and decide to do it when you get 12 months of uninterrupted vacation, which is to say: never.

I'm just going to say that premade parties through manual party or party finder does not allow commendations even if you try to.

The exception is if you queued into duty finder and the others are a premade party, then you might get rained on commendations because they have no one else to give it to.

I don't know, it's not something to be rushed anyway. If you didn't get one, then just think of it as another day and try again next time.
It's not like they have added rewards to it after the parade fat chocobo anw, it's been years since the last update.

Replicating Touhou Project characters' glam as much as possible.

Can someone work in SEHQ so we can have access to all dye channels and allow pattern imprinting freedom?
And CC revamp and... *Goes on*

I always give a commendation to Healer when I can.

Because I know how badly Healers are treated by the devs.

I do other stuff sometimes, depends on the day, but point is I play the content without any issues, in fact about as well as it can be, I mean c'mon it's base content after all.

    I get on average 1 Comm a day O.o

More often than not, I expect no one in the duty is bothering to Comm at all. And why would they, the only reason they have to Comm is 5 times a week for the challenge and then there's no incentive whatsoever. At this rate it should take 5 years to get 1500? Obviously that's not the case since I got to 1400 in a more reasonable amount of time but lately nothing, seems like everyone has just given up.

Ah well, anyway the point is we need something better. Like a low-tier currency where you get 1 for handing out a Comm and you get 1 for receiving a Comm. Comm shop with some stuff in it, nothing needs to be super fancy but something at least.
Let me tell you something. I have a friend who started this game in ARR 1.0 while I started Mid EW. I have almost double the commendations that he does. The only variable is the class/role I am queing as. He is a DPS main while I am Support (tank/healer).

I had 4537 on Feb 3rd, and now I am sitting at 4554. Seems ok to me, considering I didn't play all that much past 2 days.

If you want coms play support and play well.. that's it.

I think giving incentives to commend will not change the problem that this a player-driven system.
Some commend for glam, some for role, some for performance. If you don't meet the individual criteria of the people the system groups you with, no incentive will change the fact that you won't get commended.
I for example don't commend for glam (turned portraits off), I don't commend for DPS (I don't know your DPS), but I can judge your performance. You're a tank, pull big, and use your defensives well? Commended. You're a healer and keep everybody alive though the tank never heard of defensives and stands in every single AE? Commended. You're a DD and go out of your way to gather the mobs the sloppy tank missed to hit, before they eat the healer? Commended. And so on.

Going to jump in here again and comment on healer play that gets comms specifically. At the risk of stating the obvious, you get comms from duty roulettes on normal difficulty duties, and normal is not extreme, savage, or ultimate. You do need need to DPS well as a healer to get comms, you need to pay good attention to the party and save people’s butts.

Signed, a healer who refuses to take green DPS seriously and gets lots of comms.

Even if they gave better incentives for commendations it wouldn't make a big difference.
There is no strict rule about what warrants picking a player over another.

Some people commend the player they noticed exceeding the other 2 for a reason or another.
Some always default to healer because they think healers have to be constantly coddled and have the red carpet rolled for them after the sprouts. Or they're tanks and the only thing they notice is that they didn't die, so the healer must be exceptional.
Some default to the tank because they think if they didn't die the tank must be exceptional, or they're healers and nobody pays attention to what the dps does.
Some default to the DPS because they think DPS get the least amount of commendations and they want to make a difference or something.
Some, many, commend based on who has the cutest glamour.
Some will intentionally avoid commending players whose character is of a race they think isn't cute.
Some will only commend lalas, and some will AVOID commending lalas because haha hating lalas is funny meme or something.
Some will default to commending the player who chatted the most.
And some will commend whoever was still around when their cutscene ended.

The decision is completely arbitrary and that wouldn't change with better incentives unless you were frequently matched with fixed parties made of 2~3 players.

Me personally? I usually default to commending the least played races, on the DPS role if they didn't play noticeably bad. If they're dressed on dumb animal costumes or le fat chocobo head they get nothing though.
