This is my opinion based on testing ive done
-9 +9 to be at the camp
yes that seems like alot but understand this
At a 20 camp, up until 23 you get more SP on average then a 30 camp
at a 30 camp, until 31 you get more SP until a 40 camp
at a 40 camp, 31+ is optimal for SP
this is due to the levels people go to them at of course. but if you deny the people the ability to go to them when they are within range a certain range, then you deny them optimal SP at the same time
needless to say, people who go to these camps 15-20 levels early are just plain out of their mind, those are the ones id like to see barred frmo it

Um.. It's everyone is the behests loss because the higher the top player the less SP everyone gets. Not fixing this is just ignoring a problem.well i dont see problem there. and ill say NO to any restrictions on anything. if it really annoys you got somewhere else, there are more than 1 behest places to be. and for people wit toolow/to high rank, its their loss. they would get much more SP in level-appropriate place.
Rank Requirements should go in as follows
Drybone: Rank Minimum 0, Rank Maximum 13
Horizon: Rank Minimum 10, Rank maximum 23
Nophica: Rank Minimum 20, Rank Maximum 33
Broken Water: Rank Minimum 30, Rank Maximum 43
New Behest: Rank Minimum 40, Rank Maximum 50 (53 w/ cap raise)
Make it so that if your at the appropriate rank but change to a class outside the rank restrictions you auto drop from the behest.
I think -10 from the rank of the camp is a bit extreme honestly. Personally +/-5 is pretty optimal from what I've seen.
So then the rank requirement for Bloodshore would be 15-25. You can still get decent SP up to 25 but no one in the group should be lower than 15 anyway simply because it's an R20 camp. Hell you can't even get leves there until you've got something to 13.
Considering leves at bloodshore open up at 13, the minimum should be 13 at the highest for that behest. Would not make sense to allow players to do that areas quests/leves and not allow them to do that areas behests. IMOI think -10 from the rank of the camp is a bit extreme honestly. agreed. to me it should be the range of the camp +5 or -5. i know that is a big range overall, but as you are close to the area you will be there with groups and still be in range of groups in the area with your friends. i would not want to see them get left out, but as long as they are close i don't have problems with. what i don't like seeing is a r40 or a r5 in a r20 behest as those hurt the entire group not just themselves.

BAD idea
i can already see level 1s in a level 40 behest cuz they sync to 40 to do it....even if they cant do a damn thing in their weathered gear

They way level sync worked in FFXI was you could only sync down not up. So that eliminates that problem.
I would still be in favour of rank restrictions on top of level sync as well for Behest and they should be based on the ranks you unlock leves for that camp, as follows:
Rank 10 Camps you unlock at R3 so Behest would be 3-13
Rank 13 unlocks R20 leves so it would be R13-23.
Rank 23 unlocks R30 leves so it would be R23-33.
Rank 33 unlocks R40 leves so it would be R33-43.
At Rank 43 we should unlock Rank 50 leves and camps however they are not currently in the game so we have to do the same leves from R33-50.
