If they made it where if you own a home in a ward, you can't have one on your Island Sanctuary to keep it more balanced and also as a means to move your home in the cases of auto demolition so the plot is always there and you don't lose any furnishings.
Thats....pretty fair. You're not so much losing your plot as you're losing visibility. But what size plot should players get? Because there should to be an incentive in the wards where they do have a demolition timer. Because one group is going to still be giving them revenue indirectly to keep their plots and another group isn't. And you can't really give them 1:1. Something.\nYou can be satisfied with , "but there's still always needs to be something gives you that I want more" feeling

Honestly I would take it a step further....

Allow each "structure" on a island sanctuary to be converted to a small house - in the same spots as the current structures and allow people to invite people to their "ward". This means you could swap a few outdated workshops to smalls and still keep your windmill or what not - giving people a sandbox to play in that already has the resources earmarked for it; the only trick would be linking the character data together.

So like I have a island...I turn a workshop into my "house"; you say "Hey friend can I join you" I say sure and give you access and the ability to convert another structure to a "house" - now as long as either of us visits every 45 days the neighborhood persists. That allows small groups of people to make their own little cities

The result would be a mini-housing district - following the same requirements as regular housing - if none of the island residents visit in 45 days - poof all gone.
