Currently, on Leviathan, there are many small plots with no bidders, while all the bidding activity focuses on medium and large plots.
If housing demand were truly high, these smaller plots would be claimed immediately once demolitions begin again.

I'd say small house owners probably are the majority bidders on medium and large houses
