No, it isn't an issue because average players aren't exhausting the content by playing like addicts, you do your roulettes and different kinds of content a day (Hunt trains, dungeons, normal raids, savage raids, some occult crescent CEs) and you're guaranteed to have enough tomes for one weapon a week.
