Yes, ban pre mades.

Make it solo queue like CC and if people want to really "play with my friends" then they should gather all their friends and organize a private tournament or matches.

And so no one complains, make it so that people in "private" matches still earn bonuses, points, etc...

That's about as fair as it can get.
