The oGCD barf issue plagues a lot of jobs but none as severely as Dragoon. I have never really enjoyed Dragoon a ton but I know a lot of people who loved how it once played and I enjoyed playing with Dragoons and watching them pop off. When I saw that they got shoved into a somehow even stricter and yet less elegant rotation I could only feel sympathy as a DRK player who saw her favorite job get the life beaten out of it in ShB lol. Like I miss feeling like weaponskills could be a larger contributor of my job's damage profile but because so much of it is in my oGCDs crit is king and SkS can never be meaningful etc etc you've heard this gripe before but back to DRG/DRK-

Like. They kind of have similar woes. The nuance of resource management is gone, instead of a steady ebb and flow outside of burst phase we do next to nothing until it's time to dump, and the dump itself is pretty much just given to us because what if a movement heavy phase or irregular downtime prevent us from bursting?

Ah, but in their infinite wisdom, CBU3 has the answer- they just give it to the player for free every 2m! Much better than having us just start the fight with a capped gauge, and giving us abilities to use during downtime to recoup resources we can't gain without a boss to hit! They have to go in with heavyhanded solutions otherwise people that don't like reading ability tooltips might not clear Savage!
