I feel that saying the content is too complex for the average player, and running with that assumption to say it wouldn't make for a good roulette, is a bit insulting honestly. The core of the mode is that there's three mechs: with CC being good against players and mechs, Oppressors being used for structures, and BJs that can do everything but are ideally best used hitting structures as well. You have three different kinds of trains: gobbiejuice which provides full LB charge, gobtanks which cruise down the lane, and Main CE tank which gives each party 50 CE (the cost of using a mech, which is one per party.) There's also goblin mercenaries, which spawn on N/S platforms, and teams will fight over them. The winning team gets essentially a NPC hero unit to run down a lane.
Is there more small nuances to the mode? Yes there is, but the core of it isn't that difficult for one to wrap their head around. Each FL map has its own small intricacies, yet new players are still able to wrap their heads around it. People making calls in a game, or pointing newer players towards guide resources also help. SE could even make a small tutorial that explains the mode, but that may be asking for more than a roulette would be.
Would there be a rough patch as the larger community that hasn't interacted with RW much has to learn the game mode? Would more oppressors end up being used on players instead of structures? Yeah probably lol, but stuff like that is part of the learning process. Most people who queue up for a FL roulette want to play well and win, even if they're not the best players. I've personally found that giving them a little bit of guidance via shotcalls goes a long way, even during mogtomes. I don't see any reasons a RW roulette would play out differently, there would just be more of a learning curve for the average player. And that is better than the game-mode being largely abandoned outside of a) mogtomes and b) community organized pops, especially when dev resources continue to be put into it every expansion.
