As a healer main in this game for nigh on 14 years all I can say is that I’m tired. My role has been eroded of complexity and expression for 3 expansions. I’ve watched the tanks do my role for me for 2 expansions and my feedback and critiques continue to fall on deaf ears.
I have no idea who modern healers are designed for but I know now it’s not me. This is the first expansion I’m truly considering dropping the healer role and not returning, so if that was the goal- congratulations I guess

They have some things on this list they never had before. I don't believe I've seen the Ancient One on previous lists. There are always some mounts, some minions, some hairstyles, some bardings, some dungeon gear, some Triple Triad cards, some music, some furniture, MGP cards, treasure map stuff. Some of the choices they made for the regular things are rather nice. I don't know if you've farmed Hades recently, but he's pretty stingy. Same with the Eden TT card. I have most of this stuff too but there's always alts or helping friends who came after. There's literally something for just about everyone on this list.

“There are some things on this list they have never had before”
Yeah that’s half the problem. This is just a pile of STILL ACCESSIBLE old garbage with like 2 exceptions organised in exactly the same way as it always is. This is designed as a veteran retention campaign. Half the vets barely even need one or two of these items. Why do they never do anything out there with these?
Offer a grand reward that’s like a ring that makes you do 30% more damage in fates or 20% more damage in non savage unsynced content. Allow people to earn tomes by doing things like killing NM’s or completing dalriada. Make it a path to the final reward that encourages you to do different things at every step, fish, deep dungeons, unsync an old extreme, alliance raids. Put old PVP rewards in it. Add a more useful version of the strider boots, ABILITY GLAMOURS
Just do SOMETHING to retain veterans who don’t need to run prae 20 times to get a whistle they could have unsynced in 1/10th of the time because they are afraid of their level 80 rotations. Removing the card incentive from E12 isn’t a good thing, do we want even less people running anything that’s not gordias normal. I’d rather take the penalty than do gordias normal at this point
Oh btw my answer to your hypothetical question is basically in the above

More options for things to do aren't a bad thing. I don't know how long you've been running the tome events but the Mogpendium and those different types of challenges are fairly new. They already include treasure maps as part of challenges so it makes sense if one option was field content. It wasn't too long ago that it was all just straight dungeons/raids/trials, and their challenges focusing on either other adventuring content or non-adventuring content has been quite popular.
Also, even vets sometimes don't have everything. Mogtomes give a temporary alternative to farming something. And that can be welcome for something like a stubborn extreme. Both Hades and Elidibus have had some rotten drop rates when I was farming recently to help out some friends. There's also usually at least one reward that comes from Ishgard Restoration, so those who don't really enjoy crafting have a way to get that for a short time. Mogtome only lasts a month, so the incentive to do the normal content isn't gone forever. And they focus on old rewards because then they're not competing with current content. There is always at least one item that you can only get through the event as well.

“They aren’t competing with current content”
WHAT CONTENT?
This is the entire point. These are explicitly placed in the timeline as veteran retention events. They aren’t there for sally sprout who thinks making it HW is worth 4 posts on the main sub of reddit. Nobody I know (anecdotal I know) is resubbing or holding off on letting their sub lapse so they earn elidibus’s whistle by fishing and cutters cry and an earring nobody will ever use.
But they offer zero incentives for anyone who has been around longer than 4 months because 99% of these things ARE STILL OBTAINABLE. Are you really chomping at the bit to run prae 4 times to skip some bad luck with eldibus’s whistle? Why don’t they use this to actually offer unique rewards people have been asking for for years?
If they came out and said “okay we are releasing an alt job specific glam for each class’s mit for the DPS, esuna for the healers, rampart for the tanks and peleton for the phys ranged, 100 tokens per class” I’d be queueing for hints non stop for a month. Give me strider boots that aren’t more trouble then they are worth or…….you know give me some horizontal progression
Old still accessible glams you dump in your glamour drawer and forget you even have is not a strong incentive for so many people. Yet they don’t even try to diversify

I always thought this events were made for people like me. I simply play the game and do zero research outside the game. So I have no idea what Elidibus' Whistle does, or where do get it (obviously from Elidibus, but no idea what difficulty level - expert, savage, ultimate, chaotic, insane, pointless, ... - or how to beat it).
So whenever a Moogle event starts, I look at the list and always see something nice I like to have, and which is fun to invest my play time in.
Seeing how a casual like me enjoys the Moogle events, it's clear that someone from the other side of the spectrum will not see much point in doing them.

The devs have no clue how to make a proper content/reward system, especialy for evenst.
The best evidence for that are criteon dungeon, which offered a laughable selection of "rewards"
Cloud of darkness chaotic at least was a little bit better this time, it has cosmetics, mounts AND savage ilvl armor sets, i can't complain here.
What is an event in FF14?, talk to 5 NPC's, do maybe 1 fate and you are done, you get an emote and MAYBE an oufit, if it doesnt end up in the mog station, and when the event is over , everything goes to the cash shop.

Current extremes, for one. They don't include mounts from current content. Or minions either. This really is and always has been a "in case you missed it, here's a temporary alternate way to get X" event. It's never dressed itself up as any more than that so I don't why you're getting so b*tchy about the rewards. I don't need most of them either. I'm glad it's there for those who haven't been playing going on 11 years like I have. It's fun that it often lets us see things in roulettes that we don't normally see. I was happy with the one before 7.1 because the Weapon trials were included, so those actually popped up in roulettes again.
