I mean... because likely the majority of the "hardcore players" keep their subs going all the time and casuals which you say you are don't even get on the forums.     Do I want them to make more midcore/casual content? Yes, and i think Chaotic was SUPPOSED to be midcore content but they completely botched the 2nd phase of that fight.
    However, blaming the hardcore players on the state of the game? Are you daft? How about blaming the bad story? Homogenization of the jobs and dumbing down because SE is trying to chase casual players to be Tanks/Healers when they have been bleeding the good tanks/healers because of the dumbing down?
    This Savage Raid Tier was one of the easiest raid tiers they have released since maybe Shadowbringers first tier. You complaing about Savage difficulty? Man, Heavensward says "hi" and Stormblood says "hi". SE has been trying to get the casual players into the "hardcore content" and it hasn't worked.
    It's an interesting observation. I've seen tons of people in the forums and on novice network complaining when casual content gets added, "why did SE spend time on content for the 1%" is a phrase I've seen a LOT. I don't think I've ever seen a hardcore player complain about the existence of content such as Island Sanctuary as a zero sum game where the hardcore player has somehow lost out on more hardcore content.

    I mean yeah, that's kinda how it is. Hardcore/dedicated players just want a balance of content for them, but aren't going to complain if you add casual content. We understand there needs to be a balance of casual and midcore/hardcore content. That's fine, the majority of the "big content" will be casual in nature. That's fine, its the part that gets under our skin is the casuals complaining about content that they can't do and "why did you make this?" I mean, its not targetted towards them. Get over it. This is an MMO where there is content made for different types of players. Ask for more for what you want, but don't try to take content made away from the ones that aren't the same as you.

    It's kinda logical that hardcore players will complain less. Most complains revolve around content rewards and it's not a problem for a hardcore player to get rewards locked behind causal content (which are less numerous and interesting compared to hardcore content ones), while it takes much effort (or is borderline impossible) for a casual player to get rewards locked behind hardcore content.

    When it comes to asking for less content for x group of players, it's unavoidable considering that SE has limited resources it's going to spend on developing content. More casual content will always mean less hardcore content and vice versa.
