That stat is for the current savage tier.
My methodology was to divide the number of people with the M4S mount with the number of people with the M4 normal minion. Which resulted in 24.7%.

I didn't look at the achievements, so let's try that with achievements then:

29.8% of people who cleared M4 also cleared M4S.

Looking at the Achievement seems the less indirect way? The ratio of clearing M4 to M4S doesn't say much because then you'd have to correct for the casuals that already consider current extremes a high-end content that they do not engage with, so that number is skewed by the very phenomenon that you're trying to figure out.

That same source also has 30% as clear rate for the DT main scenario quest achievement. That should be your baseline. People that are still levelling / free trials, don't have access to current high-end duty content and are busy with the story / content of previous expansions anyway.

That is a good point, so if it is 7.8% having cleared Savage with only 30% eligible for endgame content, that does change things by a lot. I'd have to look into how those numbers are calculated exactly then, whether that is against total population or against population at endgame. If it is against people registered with FFXIVCollections, then it would introduce a whole new skew which is that only the non-casuals are on that site in the first place.
