And for clearing it more than once, it drops off too -- the Achievement for clearing M4S 10 times is held by only 3.5%
That same source also has 30% as clear rate for the DT main scenario quest achievement. That should be your baseline. People that are still levelling / free trials, don't have access to current high-end duty content and are busy with the story / content of previous expansions anyway.
