One thing I feel like isn't considered is that savage raiders and casual players aren't different species of human. A casual player can easily gear up and do savage content.

They can, and it is being considered, just doesn't matter too much , because if they're going to jump straight into a 24-man chaotic without having done anything prior, like current EX or above, then the likelihood is that they are just going to make the experience miserable for a lot of people around them. Didn't take long either for people to complain about it. Some posts have even suggest that EX3 should be a requirement lol.
