The allow alts to share the personal plots and that would also help solve the problem of personal housing not being shared.
This part specifically is what should be pushed for, with one personal owned on a character, and the alts using that house as need too.

Apartments & House rooms wouldn't need changing really, just the placement rule to stop void/blank rooms constantly (auto refund if you simply don't place the required amount within a week)
