It would be absolutely crazy to "let this one fade" at its peak. There are many more active players than in HW or most of SHB, for example, both the most well-received expansions we had.

It's fine to say that the open world content is not good enough, but to say there is no active open world content at all is untrue - people do hunts, fates, maps and gathering regularly and this content has grinds.
the deeply invested player base is slowly starting fizzle out...
See, I'm not particularly saying that the "invested players" aren't quitting or taking extended breaks. I'm just saying the statistics overall remain high, even if that is just sprouts/casuals/returners/veterans returning briefly for a few days.
