They did, because they have announced a new Field Operation (Shades' Triangle), Cosmic Exploration and a Savage alliance raid, all of which will be large-scale social content.
Pretty normal though. You could have made this exact post about Bozja or Eureka being in the .2 patches (I am sure people did exactly this).
Developing things takes time though.

I don't like those "I'm gonna single out your point so I can ignore the big picture you wanted to point out". If you don't have that problem, good for you but that doesn't mean it's not a problem for others anyway.

Yes, they announced Field operation. But the fact it's in 7-8 month let me think they didn't have a deep analysis on why the backlash was so huge. This was my point, a mmo need some content to keep you occupied if you want it. The fact they think they can still go 7-8 month (once again, we got no dates, but it's estimation from the previous expansions) with no such content (we don't even have the previous expension one to finish) goes in the sense they decided to re-add one without thinking of the reason of the backlash. They had 2 years to think about it, and plan something to fill that void in the content, and seemingly chose not to (may they will announce somthing in the next live letter, but we'll see). Sure it takes time, but let's not pretend the complaints weren't there for the past 2 years.
Maybe the cosmic exploration will fill that gap, but after the island sanctuary and cosmic exploration, I have my doubts. But I'd gladly be wrong.

Also savage is a niche, from the few hints we have (lucky bancho numbers or things like that), it's around 30% of players in japan, and between 3 and 15% of the players in the west, depending of the server. Savage (hear high end raid/content) are an important part of the mmo formula, but trying to do like they were a content for everyone is just dishonnest.

I can only speak myself in the US servers. I don't do savage and their focus on Savage so far is hurting players like me who want to have a reason to log in because they still enjoy the game. The savage raiders I know have done it and left for WoW. They focus on endgame content for people who leave as soon as finished and comeback only for the next tier. Sure, I know the arguement is they stay subbed or whatever. But they are leaving like 90% or more of the playerbase with nothing. Gradually week after week more of my friends and others I know are moving on to other games. If this is how its gonna be then it is only a matter of time before I stop caring about my in game house, unsub and uninstall if no one I know even plays the game anymore. But its ok. Keep feeding savage content to players that basically hateplay the game and leave ASAP.

It's really sad because I started playing this game because I didn't want to high level raid anymore.

Same, my friend, same. And for the SHB times it was working so wonderfully. Right now though? All I can say is it makes me incredibly sad.
What is worse however, is not the fact they aren't doing anything, it's the fact they are not even attempting to even change the formula, despite all the debt, both technical and game systems.

I agree. I am over here asking to give them money to play yheir game, just give me some good content. I can only "want" to give them my money for so long. In a way it is good I am not alone feeling this. I miss how I felt when I first entered Holminster Switch. Damn that was a good first dungeon. The music, the atmosphere, the bleakness of hope. It was motivating to fight. In DT I am not motivated to fight for Wuk Lamat or anything in that land tbh.
