Temporal Anti-Aliasing solutions are in no way inherently blurry in motion. They generally have better motion clarity than any other options and are on top of that the only solutions that are fully temporally stable. WHEN implemented correctly. Which neither DLSS nor TCSMAA are. Their camera jitter doesn't even work in half of all game situations and when it does work it behaves unlike anything else in the industry. Temporal AA does literally not work without jitter, btw, so that's extra great.

The perceived issues with motion clarity in XIV outside of FXAA or AA off are 100% a problem of their own creation. TAA does often cause an overall softer image, that generally gets worked against with built in sharpening solutions but XIV doesn't even do that correctly.
