The dome was whole, and then they built Vanguard and broke through the barrier to launch the attack on Tuliyollal. It was the breach in the dome that synchronized time flow since the other I guess was still in a weird limbo state pocket dimension.

Was pretty sure G'raha explained briefly it some time in the MSQ. They had to bust through the dome in order to leave and attack Tural and that took 30 years.
