What antialiasing setting are you using? The TSCMAA + Jitter has a temporal component, so could cause blur in motion. But note that without temporal antialiasing, you can't fix the escessive shimmering in FF.
I've tried both FXAA and off for antialiasing. I can deal with the shimmering.

What I can't deal with is my character blurring out and then unblurring every second or so. I can see it clearly in the original recording, as well as in the game, but screenshots have a hard time capturing the effect and demonstrate nothing about the frequency.

I have dynamic resolution off and the resolution slider at 100, along with radial blur off, and yet I have this exact blurring issue that looks very much like upscaling not keeping up - and it wasn't there before 7.0.

It makes a lot of sense that those settings should disable upscaling, since going from one resolution to the same resolution all the time shouldn't involve any changes, but I'm not convinced that they actually do so in practice.
