A lot of the things you listed should not be role actions because they are so dependent on a job's style. Movement actions. Healer attacks. AoE combos. Ranged enmity actions. None of those would be better served as role actions unless they changed the role action system entirely so that role actions were generic placeholders that each job filled in with their own specific action, and if that were the case then why even bother with a role action system.
