Now, the online store in Lord of the Rings Online does include actual game content (aka DLC), because it is a free to play game. If memory serves, the online store for Star Wars: The Old Republic (another free to play game) also sells DLC.
Expansions are essentially DLC and they cost the sort of fee that a new game would. The subscription fee effectively pays for your access to the patches as well.

The second one offers a subscription fee as an alternative, which is honestly simpler than trying to build up perks with online store packages.
