Well they have to start somewhere. Everyone says "hire more developers", but this is why I have to mention that they need training and to gain experience so it's not as simple as just hiring more. Yoshi-P gave them a chance at a main story and some main content.

If that is truly your feedback then maybe they need to improve it, but I personally felt that the Myths of the Realm story was great!

People retire. People quit the company and form their own companies. People get moved to other game projects to avoid burnout. People get moved to other roles to avoid burnout.

I’m afraid that they all ended up working in 16 to finish it and rush out it’s DLC.
Actually, the FF16 team was disbanded before the DLC started development, leaving just a small team to develop the DLC. They don't need a big team for it because most of the game (engine, basic game features, sidequests, battle system) are all complete. Most of the FF16 team were reassigned to other projects already.

They probably reassigned many of them long before then because the game seemed nearly complete over a year prior with the sort of trailers they were showing us. They even delayed the release by a large timeframe so FF16 was probably mostly complete for a very long time.
