If they want to avoid players being harassed they could have it as an opt in only feature where you manually have to turn it on in order for you to be able to attack or be attacked that way the players that just want to play the game can’t be attacked by the pvpers

Again what would be the reason behind it. Yoshi likes everything to have a place in the story but we're always working together to come stop this end of the world disaster as o where would he put this, why those would be big questions. PvP as open world though is virtually dead, even WoW the world PVP is practically non-existent, there are a few servers in groups that try to keep it alive but vast majority of the population never even touch it anymore.

That's not really true. WoW hasn't had dedicated PvP servers in a very long time now (assuming you mean retail) but instead replaced it with the opt-in War Mode that puts you in a shard with other players who have it enabled as well as XP buffs and exclusive rewards. It's not as active as non-PvP but it is still plenty active and a lot of fun.

Now would this fit into 14? Not really, but we're going into a war of succession in DT so maaaaaaaybe? I doubt it.
