That's about as accurate as saying "all PVE raiders are egotistical, elitist, hardcore and trash-talking".
Both exist, and you will find them if you try, however that isn't true of many people. A game can have OW PVP with mechanisms like zones in which PVP isn't even allowed in lower levels, or that don't even allow higher levels to damage low levels ( but lower levels , in sufficient quantities can kill a higher level). Or, a flag mechanism can be put in to opt in.
Not to say that i expect this to be added into the game anytime soon.

By introducing a special zone for it, you've moved from open world PvP to what's essentially an instanced battleground. The only difference is that players are free to enter and leave as they want instead of waiting on a queue to place them in a zone then the zone closing as a battle is "won".The counter-argument is that activities such as world bosses that bring out more people - specifically PvPers - add to the number of people in the OW and make those boss fights more enjoyable in the process.
I'm speaking from the perspective of someone who was in a a legion (FC) who had a number of bosses on farm in another game, and knowing that we not only had to contend with other (PVE) legions, but PvPers from the other faction, made it much spicier, especially for anyone with high rank (i.e. potentially more to lose, or special skills to use).
By the way, I'm not proposing some massive change to enforce OW PvP in FFXIV, that's never part of the initial game design and I would really understand why many people would find that ridiculous. I do however find that's it's not unreasonable to discuss how we could introduce specific zones - I recall SWTOR had one. It could even be used for player or Square events, and no one that isn't interested in PvP would be affected.
It reminds me of Ashran during Warlords of Draenor, which didn't end up going over well with the PvP player base though I think the reward structure was part of the problem.
I don't think you understood my point. Even if you didn't opt in, your activities can be impacted by those who do if they're fighting in the same area where you are trying to get content done.




How does it affect your activities? In my understanding, NPCs and the like wouldn't be targetable, it would only be people who have opted in going at each other.




You have a point. i think of this as the "compromise" solution, and I fully agree- it's not really a true "OW" , however it is more immersive than, for example, just having someone queue through a DF.
