What are you considering when you claim it takes no effort to be a home owner? There's more than just clicking the placard to enter the lottery. You have to meet the requirements to be eligible to purchase as well.
There are a large number of players that ignore GC ranks - until they want to purchase housing and find out they can't until they either reach 2nd Lt. with their character or they get a FC to rank 6. For a multi-house owner, the process has to be repeated with each house being purchased.
It may not be a huge amount of effort per house but those players are choosing to put more effort into obtaining the additional housing. If multiple house ownership were standard for the game, you can bet that players would start doing the "I've already met the requirements to purchase on my main, my alt shouldn't have to repeat the process" complaint.
I mean, given that most people just want a personal house for themselves and not a multi-home and/or shell FC empire, yeah it is about the luck of the lotto.

The initial point of this though about it being a lot more effort is the main thing. The requirements are the same for everyone. So yes it is just about the lottery at that point.
Multi-owners are the ones choosing to do it again.
Even if they add a ton of new large houses it may still take some people just as long as it took someone beforehand to get it. Is that considered as much effort? No, that's just RNG.
Adding artificial scarcity to something like housing in an MMO is dumb.
The devs should've fixed it forever ago, but they directly profit from it so they won't. It keeps people subscribed during content droughts. It's also why no one should take YoshiP seriously when he tells people to go play another game during those times. He knows full well there's a subset of players who basically can't.
I have a theory, may be completely off base, but perhaps a portion of the anti-instanced housing crew are folks who are gaming the current system and using shell FCs to own multiple plots. Like, we're on the same world, I'm sure you've noticed FC wards with plots all owned by FCs with the same tag that all admit to being part of the same group. There are people who admit to it, creating FCs to own plots in FC only wards. There are also people who say that to them it brings them satisfaction, owning all those plots just because it's like a "high score" to them. Obviously people like that might be opposed to instanced housing because it "devalues" their high score because then anyone could have a house.
All I hear is them saying "you all wanted a fair system now it is, deal with it." in regards to lottery and ignoring the primary complaint that remains scarcity or lack of accessibility.
