Level requirements on PvP rewards just means that lower-level players can't benefit, and you can't use it to glam low-level gear on alts. PvP is a level-agnostic game mode anyhow.

Anyhow, let's say they put endgame gear with attributes as PvP rewards. Maybe it's decent when it gets released, but as soon as the next patch gives us a new dungeon, or a new raid, there's a whole set of better gear available. The PvP gear would immediately become obsolete.

Does anybody actually put materia on leveling gear?

Also, materia doesn't even function in PvP. So if you're using PvP to level, it doesn't do anything. If you want to use it when you go run a dungeon, well then you're likely going to get gear drops from the dungeon anyway. And in another couple of levels the next dungeon gear will be superior to what you got in PvP.
