Remembering how trade chat from WoW would get on occasion, I'm not certain a global chat is a good idea. It's easy to think that appointing moderators would avoid most problems but players can be prone to abusing any moderation power they're given (see Novice Network on some worlds).

Is there some reason why having a social linkshell or being a member of a large and active FC won't fill the need for you?
CWL is not not big enough and not easy enough to find or get into, as for fc. covered it in the op. its not encompassing enough,most of them are dead and I cant really chat to my friends in other fcs or even really make new friends outside the fc because its hard to meet people. a global chat would fix this issue. yes mentors cant be much trusted either. but devs arent gona appoint gms to sit and watch global chat all day. just use same moderation system as NN and report problematic mentors.
