This is distant and with no source to back it up, but I read somewhere that the Warring Triad quests originally were planned to be MSQ, but they got moved off so people could unlock them quicker if they wanted to.

I think they run outta time or something...? I do recall it was planned for msq ye... still, imo once an expension is over ALL content should become mandatory. Its just sill to have to ignore huge lore parts...

...the whole they digged with the rolequests is another problem...
