Even if people get abusive, I don't give a damn! I just shrug my shoulders and keep playing. As if I would waste time in such people to report them, pfff... Shit on them and fine!
If you personally feel like someone is being rude or offensive in chat, and enough so that you want to spend time filling the form out, report it. If you don't or are too uncertain or dont feel strong enough to spend time on it, move on. Plain and simple. Worst case scenario - nothing happens. Best case scenario - someone gets their ass slapped for behaving like an ass. There's nothing to lose from reporting, other than your own time.
Wait so finding a character ugly now is a reportable offense? If I was a GM I would slap the person that filled the report with a suspension. Such a waste of a report.
With this kind of attitude, it's probably a young guy, i would recommend to just black list and move on, life will beat some sense into him sooner or later so no need to waste your time.
This just seems like such a nothing thing to get upset over. Sure it's a bit rude, but enough to merit a report? Eh... probably not. Blacklist them if you want to, and just ignore it.
This right here gives me Karen vibes though, don't be like this. You're not their parent. If you're gonna report someone don't do it for some twisted attempt at parenting them.
Honestly, I'd probably do the same, or at least give them a warning not to send false reports. (not sure if GMs are allowed to do that)

He was probably like, 11 years old or something. I've been in DF parties with people who screamed in caps and typed/played like they were missing chunks of their brain, and then around the halfway point they'd just admit that their big bro handed them the controls for a bit and they were literally 11 and had no idea what to do. On top of experiencing it, I heard a friend's story like... a month ago? About running into this 3-man squad that was just a hubby, his wife, and their kid all going through the msq together, and apparently it was adorable but also really really slow while they sorta guided their son through the encounters. Idk. Not saying age is an excuse to be an outright dick but nowadays when I see someone who's doing something so out of the norm that it gives me pause, I just assume they're a little kid and move on.

If you are not interested in hearing a word from them anymore, blacklist. If you think they should get a warning or a ban for what they did, report. The first option is great for removing redundant personalities from your gaming experience and still allows you to use them as npcs for game content. Reporting works better for things like trade harassment done to prevent teleporting, as they won't be trading anyone if they are banned and can't log in.
Not your job to parent someone else's kid/teen, nor should that be encouraged. One/two people brought this person into the world, they can teach them how to act. If they don't, then that's on them for their kid's future failure in life.
As others have said, you're better off growing a thicker skin and realize that only your opinion of yourself is the one that actually matters. Dude might get a slap on the wrist at best for his comment or have the situation be entirely ignored by GMs.
